The Blacklist is only readable by the Kage and you Sannin.

The Blacklist is top secret and should not be discussed around anyone except for the Kage and the other Sannin.

The Blacklist will have things on it like:
Hits- If there is a member of another clan that needs to shut thier mouth or know thier place.
Foreign Relations- If someone in another clan needs to talk to the Kage then you will talk to them first and see what they want. If it's something stupid or ignorant then tell them to leave and take nessisary action if they don't.

There might be more stuff added to the list so keep an eye out for something. You do not need to worry about getting the information on the list, getting the information is the ANBU Blackops' job.
